As the 'Ling Nam' is a foreign-owned ship and was on a voyage from one foreign port to another, no
action was taken in this State other than to prevent the booking of passengers at Sydney. The
Superintendent, however, thinks the matter serious enough to bring under the notice of the Board of
Trade with the view of having a clear understanding
on it. He does not think it right that a vessel
should be granted a British Certificate allowing
her to voyage from Chili to Canton without being provided with the life-saving appliances prescribed for British ships on foreign voyages.
The Authorities at Hongkong have been communicated with, with the view of ascertaining whether it is intended that the certificate issued to the "Ling Nam' was to operate outside the jurisdiction of Hong Kong. As this vessel and others of the same Company will be making Voyages to Sydney in future the Superintendent will be much obliged if your Department will advise him on the matter.
